is this a good Mini Lathe?

sorry but Harbor Freight is only good for some things. The brands they deal with like central machinery arn't that great, which is why it sells for significantly less.
I had a Jet mini lathe...the model that this one replaced. I replaced it with a larger lathe. It's a perfectly good lathe and even has an available bed extension so you can work on pieces up to 40" long. The only thing this one doesn't have is Variable Speed. Not a big deal for a chess set, but for larger items it would be useful. It's another $80 on top of the one you're looking at. The tools are HSS (high Speed Steel), which means they're at least serviceable and will get you started. might come in handy.
By the way, check out Craigslist in your area. There are at least 7 for sale around the country right now.
Also, do not compare this lathe to anything you might purchase at Harbor Freight. I have stuff from Harbor Freight, but I have seen their lathe and it is serious junk.
